@Ariel, bob is right that you will need to tweak the template. With Blend this will be straight forward. I am guessing the brush you are looking for in the template is ToggleSwitchThumbBackgroundThemeBrush .. I recommend you alter the template and replace it (instead of altering the brush).. but either will work, just make sure you do it within the scope that only alters your controls (with this brush it might be safe since it is very specific to toggleswitch

Mouhammad, the tools for WIndows 8 are free...
You can get a 90 day eval of windows 8 and that is usually enough to write an app

Daniel Dacey, thanks for the feedback.. I have passed it along.. we are definitely working on some of the items you are mentioning ... The platform definitely has a lot great features so I would advise not to discount it for the short term.. You can write some great apps in this release.. there is lots of them in the sore already...

The OS has RTMed. you can read Terry's announcement. The tools are coming very soon and are on track. Date has been announced alrady. It is 9/16

IDWMaster, sockets support has not been announced/committed. It is a very common ask, so I am sure it will be prioritized highly.. Unfortunately we are just getting done with the current release and have not completed planning for the next releases, so nothing to announce at this point..
