I'd mention IETester, which is actually quite helpful for developing before QA and javascript debugging in IDE's like Aptana or Eclipse. I found it more convenient to use than browser dev tools for development, while dev tools are great for profiling and css.

A lot of past ground covered but towards the end some really useful stuff like simulating slow connections, IE Compatibility tester and using the dev tools in IE to simulate multiple versions of IE. Plus1 on IE tester, I've used this and found it useful.
