While this is true of the previous Express 2010 versions, I don't believe that is true of the Dev11 versions as Win8 development can only be done on the Win8 platform itself.

Visual Studio 11 leverages core capabilities that are only present in the latest versions of Windows. For this reason Visual Studio 11 requires Windows 7 or higher to run.
