To download the .NET Framework Platform Update 1, there are two options.

Microsoft .NET Framework 4 Platform Update 1 – Design-time Update for Visual Studio 2010
SP1 (KB2495593) which includes Visual Studio updates and framework updates
Microsoft .NET Framework 4 Platform Update 1 (KB2478063) for .NET framework updates
