Right click “Save as…”
While doing a little spike project on XAML Activity Resolution I found some surpising results about the way the WF4 resolves referenced assemblies in XAML. In this episode I'll show you the results of my investigation (also available on my blog) and next time I'll provide you with some solutions for this as well.

Wow! Well I would hope that these issues are streamlined in the next release. Because, as you state, it's confusing.
Also: The resolution of the video is so low that I cannot read the code in full-screen mode.
Sorry about the resolution. I bumped it up to hi-def so it should be better now.
