Answer:

Yes, you can. Use the New Guideline menu option to create your own. The new guideline dialog contains a template in a rich text editor, the ability to modify the HTML source and an example of a good guideline to reference while writing your own. The template contains questions you can ask yourself as you write the guidance in order to ensure high quality.
