Remember the CMD Here powertoy, letting you right-click on a folder in Windows Explorer and choose "CMD here" and it would run cmd.exe with that directory as the current directory? See WindowsPowerShellPromptHere, save the contents to PSHERE.INF on your desktop. Then right click it, and select "Install".

Note - this assumes you have installed Windows PowerShell to C:\Program Files\Windows PowerShell - If this is not the case, be sure to modify the "PSPath" string.
