It isn't like people in the UK, USA and other countries aren't completely tracked life to death already... All the Dutch are doing is sticking all that information in one location instead of multiple.

I can categorically say that it will not be in MySQL or Oracle... Perhaps MS SQL or some other high end database solution.
I dont know why you say it wont use Oracle, but yeah MySQL is right out. Db2 would do it too.

MySQL is too poor/slow/buggy and Oracle doesn't support clusters.
