Especially those that effect so many (like Unisys with GIF (to be fair they do things other than hoard patents) and Eolas with embeded content in web pages).
There should be something in patent law that stops this happening (i.e. 'you must use this patent in a shipping product (or prototype) within a year or it will be placed in the public domain'). Even better, you should show something that implements a patent, before you can be granted it.
