Where to report Win32 errors

Where should I report errors I find in Win32, e.g., duplicate #defines in Win32Base.h, API's not properly guarded with #ifdef, etc.? The MSDN Library wiki?

The Windows Platform SDK team? I assume that's where these headers come from.
