What it says is this: If someone is not tech oriented, and was someone who is a complete noob in the technology world, such a person would only talk about the stuff they like, which might not be technology oriented.

Do we ban such a person because he or she wants to talk about vegetables, because we dont allow free thought in the form of free speech?

Also, if you want to talk about vegetables, go and talk about vegetables somewhere else. Channel9 is a forum which is predominantly about technology, Microsoft and the world of software. While other conversations are cautiously tolerated, this isn't really the place to hold such in-depth vegetable discussions.
