The my question now is This , is recommended the Download of dx9.22.1284 for Vista user???

I don't see it "advising" windows vista, just saying it's supported. It's just saying that an advised operating system if you're installing DX9 is Vista. It's like when DX11 is out on Win 7/8, DX10 will work on them so they're recommended operating systems to run it on.

vista is backward compatible with dx9 so it's normal that you can install directx9 libraries updates on it. the dx9 libraries that came with vista suck, installing the latest directx9 redists on vista improves performance and helps fixing the issues dx9 games have on it.

DirectX 10 is not backward compatible with DirectX 9 or previous versions. That means if an application requires DirectX 9 you need to install the DX9 runtime because DirectX 10 can't run it.

The front page of DXDIAG always lists the most recent version of DirectX. If you were to look at the files DirectX uses (the tab for this doesn't appear to be in the Vista version-- what's up with that?), you would see files for DX9, DX8, etc.
