Or it could be in the routing... or your host... one could always do a trace on the route and see where the suspect slow server might be. It may be pretty evident to be along the way or at either one of the endpoints.
Or maybe someone put up a popular video on the same server (cluster) as blogs.microsoft.com and the server is just being swarmed...
Don't you love the complexities of interconnected networking?
for me C9, and the microsoft blogs are running fine.
