Restoring deleted users

I accidentaly deleted the wrong windows users ... does system restore, restore the files and user settings? If not, what are my options.

You might be able to restore some files with an undelete utility (provided stuff hasn't been written to the disk), but you're probably screwed with respect to user settings and at least some of their data.
