I adore DS9, and Trials and Tribble-ations was fantastic.
Strangely, I do actually like the first seasons as well. I disagree with kettch that it was like other Trek shows; while it did lack the overarching story, it had a lot of political machinations and story types that TNG could never do. Take a look at Duet for instance, TNG could never have such a downer ending. Dax, Battle Lines, Progress, Duet, In The Hands of the Prophets, The Homecoming, The Circle, Cardassians, Necessary Evil, Whispers, Blood Oath, The Maquis, The Wire, Crossover and The Collaborator; these are the season 1 and 2 episodes that I consider to be among Trek's best, and that's a long list for just two seasons.

Sure, the Dominion war brought a lot of great stuff to DS9, but I wouldn't discount the early seasons so easily.
DS9's main problem was that it kept trying to reinvent itself, which makes it quite uneven at times. DS9's other main problem was that the writers couldn't write an actually funny episode involving the Ferengi if their lives depended on it, yet somehow they kept trying every year.

Fortunately its strengths greatly overshadow these problems.
