I wouldn't read too much into it... with the site as unstable as it is, it's distinctly possible that one of their mirrors is pulling that from the default site config rather than from the C9 template.

I suppose it could be part of the whole "Revolution 9" project, though. Dilute your brand, alienate part of your audience... sounds like a good plan to me! Tongue Out
