I think I might know what you are looking for: I have been searching for something simmilar whan I used to work a lot on Unix and wanted a similar experience on my Windows machine: http://sourceforge.net/projects/console/.

 

Since then, however, microsoft came out with Power Shell 2.0 which comes with a very interesting enviroment: graphical Powershell. However, I haven't been playing with it since I don't do any scripting anymore and I don't even know if the thing can be used for anything outside of Power Shell.

 

Edit: I fogto there was also cmdplus.

It is not normal that it takes you 5 mins to boot vista, are you sure you have updated drivers?

Try using Process Monitor to see what's being accessed by what. That might reveal why the HDD is accessing.

 

It's probably something like SuperFetch loading stuff it thinks  you might use into memory, or a defrag, Windows Defender scan or something like that.
