They're used for division, fractions, for either/or, for separating parts of a path (in HTTP, FTP, OSes, …), to start IRC-commands, for comments in C-like languages, for closing XML/HTML-tags, delimiting regular expressions, date notations, …

I wonder if he's going to apologise for any of the other suckage of the web. As someone that's done a fair amount of web development, I think everything about the web is a massive fail... except for how successful it is. It's the canonical example of the 'worst possible solution' effect.
