Look, no errors.
There seems to be a catch-22 with this site.

I had disabled JS to browse for an existing thread on a particular issue and when I was ready to create a new thread; I couldn't. Please make it so JavaScript isn't required to use this site. There's no point making parts of the site work without JavaScript, while leaving other critical component broken.

There is a point actually.  We don't have time to go through the entire site and make everything work without javascript at once.  It is something we'll do slowly over time.  We've made some areas work without javascript to enable a read-only experience if you don't have javascript.

Note: Our initial target for this site is modern web browsers.  Most of our users come to our site with a javascript enabled browser so we're ok with making things not work at first without javascript.  Down the road we will work on mobile versions of the site as well as just making the site work without javascript, but it is pretty low priority as it doesn't apply to many users.

Then this is a bug, not a design flaw.  Tongue Out

You're User Agent looks fine and should work.

Thanks!  I'll add that to the details of the bug for when we get to it.
