The EE's just include a sad little set of icons from some third party, no Microsoft icons there (or any useful ones, either).

Of course its legal! Its just a folder of icons that you could strip from Windows and VStudio dlls!

When I registered/activated my C# Express, it said something about being able to connect to Microsoft's servers and download a royalty-free library of images and icons, so it SHOULD be covered under the license, not to mention freely downloadable.

I'm pretty sure that all editions include the image library. If not I'm sure that someone could send you it (I assume that this is legal considering it is just a folder of files?).
