Looking for an Icon creator like in VS IDE

Anyone know of source or a 3rd party component icon creater like the one in the VS IDE?  I want to put some functionality like this into one of my apps but I can't seem to find anything like it on the net.

Icon files are pretty much a standard DIB file, I think.  They might have some other weirdness baked in, but reading it in as a binary format might be easy enough.
