How come I see this every time I go to play a game (e.g. Stepmania) or turn off desktop composition (same thing, I know) :

Try manually turning off Desktop composition (set the theme to Basic) and then try.

It looks very odd to me. When the driver goes down it ought to just black the screen and recompose.

I wonder if that's a window from another process that's supposed to be hidden?  Does it stay around long enough that you could use Spy++ (or a similar app, like Winspector Spy if you don't have access to a full Windows SDK install) to identify what process it belongs to?
That window is from the .....darn what was it called. Some remake of the expose effect for windows, I can't really remember the name. The window normally is hidden and is there to search through windows.

At least thats how I used to get it.
