Group Policy: Create new taskbar toolbar

Pour me a cab, 'cause I can't drink no more.

On my desktop, I can right-click the taskbar -> Toolbars -> New Toolbar and create a new toolbar pointing at some location on disk.
Does anyone know of a way to do that for a number of machines via Group Policy? Hopefully it'll allow me to set the toolbar properties as well, such as location and width.

I tried running Regmon to catch the changes that occur, but it appears that it's a bit more complicated than that.
