Custom tab in Outlook 2007?

Is it possible to create a new tab in Outlook 2007 under Mail, Calendar, Contacts...? I'm using VSTO. If yes, which api's should I look into for doing that?

AFAIK you can't, but these guys created a plugin that allows one to create panes in Outlook outside of the Navigation pane tabs.
