Visual Studio 2008 publish web site error

The pioneers would be appalled!

I frequently use Visual Studio 2008 publish web site feature.  About 99% of the time it works without any problems.  Today I am getting an odd error that I have tried everything to fix but it still gives it to me for my current project.
When I click publish it goes through all of the normal processes of building and copying the files.  At the end it has been giving me the error: 

Unable to add folder '_vti_bin' to the Web site. Server error: '_vti_bin' does not refer to a page or folder in this web. It may be a page or folder in a subweb, or it could be a badly formed URL.

I have gone into Frontpage administrator and did a recalculate and detect/repair but it is still happening.  Has anyone else encountered this error?
