error installing Visual Studio .NET Enterprise Architect 2003

I can't seem to install Microsoft .NET Framework 1.1
and Visual Studio .NET Enterprise Architect 2003. 
It keeps giving me the Internal Error 2908. 
At the end of several Internal Error of 2908, it ends w/
