Visual Basic 2008 Express Edition?

There is no single language called BASIC...  it's more of a family of languages which have all evolved in different directions.  VB.Net is different from VB6 which is different from RealBasic which will all be radically different from what you may have used on your Commodore 64 or in MS-DOS with QBASIC.  If you're just starting out, I'd personally recommend VB 2008 Express; the tools are all free, they're pretty easy to use, and it's backed by the full .NET class library (meaning you can actually do things out of the box).

Although it is really aimed ad kids, Microsoft have released Small Basic, which people of a certain age are enthralled by becuase it's like when we first learned programming.
If your friend has absolutely no programming experience, this might well be a good, non-threatening basic to start off with.

I'd suggest REALBasic since it doesn't require familiarity of the .NET Framework and closely resembles VB6 which wasn't that hard to learn.
wow, the IDE is kinda nice, very simple, I've heard about Small Basic before, but never gave it a try, now is the time Smiley
