I love those posters. Although I think the one with the funky looking kid+metal apparatus (which sounds terrible, I know) is far funnier.

Funny... I have a "Security Awareness" wall calendar up in my cubicle with that exact same picture in it! It was published by/for a certain government and its contractors who in recent years are more security-conscious than ever before; and of course enlightening the public on these topics requires a certian level of cheeziness like the M&M's Color of the Day and the "Security from Yesteryear" Wall Calendar.
