If your XAP is large, the download time might be long and you need something to show the user whilst it's happening - create a custom XAML based splash screen.

By the way, when we want to test bandwidth limitations locally we use sloppy:
http://www.dallaway.com/sloppy/
Runs a local slow proxy to the url for you, kinda useful sometimes.
