What is it?
      This plug-in makes it very easy to publish and manage your encoded Silverlight video experiences online via the Silverlight Streaming service at silverlight.live.com  from within the Expression Encoder application.

Installation Notes: Live ID, Install Encoder 2.0 (not 2.5) first, then the plug-in, install Expression SP1 at https://www.microsoft.com/expression/try-it/Default.aspx?filter=servicepacks

Usage Notes: you must sign up for silverlight.live.com to publish to it
