I understand the desire to have consistent interfacing between phone and PC. The problem is that Phone is designed to take advantage of a portrait orientation, thus why you scroll up and down. However, I think Windows 8 takes better advantage of the room especially as PC screens tend to be landscape not portrait. Perhaps a nice way of resolving this problem would be to have the start screen behave differently based on orientation. Up and down for portrait aspect sized screens, whereas left to right for landscape aspect sized screens.
