Carriers are just an unnecessary bottleneck especially because they care more for consumers buying new phones than updating the ones they currently have. Microsoft simply need to test its updates and deploy DIRECTLY to end users' phines without the need to surrender it to carriers. If they test the updates with phones that have data plans I don't see why carriers have to test separately again on the same phones with the same data plans when all data plans take everyone to the same internet anywyay. This is what Apple does (which is why iPhone seems like the only mobile device out there with updates) and only makes sense if MS follows suit being what they already know how to do with PCs anyway.
