MSI Repair kicks in when it shouldn't

    I am experiencing some problems in a certain Repair scenario done with MSI Based installations. The repair seems to prompt for the original Installation CD when it shouldn't. 

    The scenario is as follows:

     - Install any MSI Based Installation on WinXP or above OS.
     - Make the Installation source location unavailable.
     - Request a Repair through Add/Remove programs.
     - The Repair process prompts for the original CD although none of the files were actually changed.

    Is this a bug or a feature? Should the user be prompted for the original CD when it attempts to repair a product which doesn't need to be repaired?

    I couldn't find any reference on the Web.    

    I was able to reproduce this issue on the following operating systems:

     - WinXP     ( MSI version 3.01 )
     - Win2003 ( MSI Version 3.01 )

    IMPORTANT NOTE: This issue doesn't reproduce on Win2K with MSI 3.01 (Which means that this Repair issue probably happens due to a bug which is somehow caused in later OS versions).

    MSIExec doesn't know whether the package needs repairing or not until it can compare what is installed with the original installation source. Therefore this is a feature, not a bug.
