I saw some fliers with "Vista Home Premium Upgrade" priced 99€.

If that is true (I'll find out in 2 days when i'll go buying it) why did microsoft put a lot higher prices on its website? Any idea?

But those are the official prices and it doesn't mean that shops that will sell vista will be forced to keep those prices.

In Australia it seems the brochures are showing the Academic upgrade price in big huge letters, then they're listing the proper prices underneath, eg:

    Note: Aussie pricing

    $179
    Windows Vista
    Home Premium
Windows Vista Home Premium 2007 Academic Edition upgrade.*
Also available: Upgrade $299. Full version $455.

Other stores are only showing the $179 price without listing the real prices, so just be careful what you're paying for.
