I said they don't have a 'effective delivery mechanism', ie a fast and effective way to drop it on the enemy without being adequately detected and prevented through either speed, stealth or defense (through onboard counter-measures or escort craft).

The sole reason FOAB exists is to try to one up the US and say “see, we can do something militarily/technically better than you”... something that has gone on since the start of the cold war and never truly ended... it’s just been rather hard for the Russians to be able to even compete until relatively recently.
