Is a mobile subscription required to test apps on the HTC Windows Phone 7?

I am planning on purchasing the new HTC phone running Windows Phone 7, and am planning on using it for development purposes only; however, I can't afford the expensive subscription to T-mobile's data network at the moment. Is a cellular subscription necessary to use the phone for application testing purposes; or can I just use my WiFi network?

It's not as accurate as testing it on the real device. Nothing beats that. I'm planning to make an application that takes advantage of the accelerometer and the touchscreen. Kind of hard to emulate that.

The price of the data plan is used to subsidize the cost of the phone. I know with Android and iPhone you can usually buy a phone without needing a data plan, but it is several hundred dollars more.

You don't need a Mobile connection to develop and you would still be able to utilise WIFI as well as connecting through the tethered connection when testing web conectivity within an app.

You could also consider importing an unlocked phone and using your existing SIM card (bit pricey at the moment but prices should drop once supply is available)
