Anyone know how to reverse tether a Windows 8 phone to a XP machine.

You mean tethering your phone data plan to XP? It is locked by carriers, so, it depends.

Leaving WM on 5/2018 if no apps, no dedicated billboards where I drive, no Store name.

Other way around.  Data from hardline on PC to phone.

Oh I see, right click on your wireless adapter and click bridge connection, or select both Ethernet and wireless and click bridge can connection. That's it.

In (I think) XP, Vista, and Windows 7 you can create a new ad-hoc wireless network from the add connection wizard. It will ask you if you want to share your (wired) internet connection with the ad-hoc network. Then connect your phone to the network.

Ad-hoc networks were removed from Windows 8, but you can achieve the same effect with a bit more effort. I think that approach also works on Win7 but it's not needed there as ad-hoc networks do the same job more easily.
