I think that its terrible that I won the draw at the Dell booth but couldn't win because I am Canadian. I ended up giving my ticket to some guy beside me. I paid for Tech Ed just like everyone else.

it was a speakerball. nothing huge, just disappointing to win and then told nope you cant have it
i also can't see any legal issues with that (like Export restrictions etc.)... really sucks

It's something that should receive more attention from the Tech Ed team. A lot of companies at TechExpo lure you into scanning your name tag promising lots of prices but without any attempt to ship these prices really all over the world. TechExpo vendors should make clear information visible on their stands if they are really interested or not in international customers, and restrain from mailing lots of spam to what they consider themselves second class customers.
I believe there are laws with respect to free giveaways that you must be a us citizen and / or reside in the US to qualify. I hear this a lot associated with online contests. I won an iPad once, and even though I have a US shipping address, I didn't qualify.
