    rustup update stable makes both rustc & cargo up to date. You can check them rustc --version & cargo --version



    I am a window 10 (64bit) user & installing C++ build tools this way before Rust was a success for me.

    When installing C++ build tools (if you're installing it through Visual Studio Build Tools 2019),

    First goto "Workloads" tab & check "Desktop development with C++"

    Then goto the right side of the window for "Installation details"

    Open "Desktop development with C++" & check whether below features & updates are included,

    C++ Build Tools core features
    C++ 2019 Redistributable Update
    C++ core desktop features

    & whether below tools are checked,

    MSVC v142 - VS 2019 C++ x64/x86 build tools

    Windows 10 SDK (10.0.19041.0)

    C++ CMake tools for Windows

    Testing tools core features - Build Tools

    C++ AddressSanitizer

    After the installation you have to restart your PC before installing Rust.
