To me it seems that the concept of "Scale Sets" gives you PaaS-like features even if you're basically just doing IaaS and have a completely custom stack running on VMs.
To me this is super-interesting as I'm currently having a lot of architecture discussions about whether to force PaaS to harvest all the benefits like easy scaling, monitoring and such. With Scale Sets I could at least get easy scaling.
