I created a hello bot,enable it for cortonna and added 2 microsoft account in share to group section but i can't interact with my bot from cortonna which is login with same MS email in my android mobile. Any suggestion ?

can we have standalone solution combination with SQL Server database, i don't need to deploy to Azure & no authentication required. Having data in database and wanted to query(reports, summary, values, names) with help of Cortana on my windows 10 PC. is it possible ?
