Energy saving settings sucks, both on XP and Vista

Is it still possible that the power settings still suck on Vista?

Why the only automatic actions based on user-idle are standby and suspend? Why isn't there a way to chose a profile based on the user idle (for example low consumption when the user idle reachs a certain number of minutes)?

When I enable CPU power saving on my desktop computers even if the CPU drivers automatically adjusts the cpu voltage/speed I will still have noticeable slowdowns because those adjustments aren't immediate. Same for GPU power saving and for many devices where power saving hurts performance.

It's still annoying that in 2007 if I want to save power I still have to choose only between:
    1) having slowed-down computer
    2) standby
    3) suspension
