I'm Hoping to get a new computer soon. But as for now all I'm working with is the outdated XP version of Windows. Because of this all I can use for the moment is the 2010 Version of Visual C#. Will this be a problem? If not, what differences should I expect between 2010 and 2013 so that I can get the most out of this series.

No need to download specific Desktop or Web VS Express now. Instead, download and install Visual Studio 2017 Community Edition now. This will allow you to program for desktop, web, and much much more!
